Good Morning!

All Open Enrollment forms that were not picked up at the Benefits Fair have been delivered to employees' school mailboxes!  PLEASE NOTE: Open Enrollment forms are due in the HR office no later than 9:00 am on Tuesday, October 20th.  We have extended the length of time to turn in Open Enrollment forms so this will be a strict deadline.  HR will not be able to send reminders after the deadline to turn in forms but will inform employees who did not turn in Open Enrollment forms that no changes will be made to their benefits for 2027.  Please note:  HR will not be available to assist with Open Enrollment questions the week of October 19th.  Please read below for answers to frequently asked questions and how to correctly complete your Open Enrollment form.**

Please note below common Open Enrollment Questions and proper procedures for completing the Open Enrollment Form.

How do I get my form to HR?  
If you did not turn it in at the Benefits Fair, you may send it in school inter-office mail addressed to HR, or drop it off in the Night Drop in front of the ESC. The deadline to send it by school mail will be Monday, October 19th to allow delivery time to reach HR by Tuesday morning. 

Will I have an Open Enrollment form if I am not enrolled in the school insurance?  
No - Open Enrollment forms are only printed if you are currently enrolled in health, dental, vision and/or EGID (not Standard company) life insurance.

If I am a new OPS employee, do I need to complete an Open Enrollment form for 2027?
Yes - if you have any current health, dental, vision, or EGID life, you will have an Open Enrollment form that will need to be turned in, even if making no changes for 2027. 

How will I know what I am currently enrolled in for 2026?
Your current coverages and dependent coverage (if applicable) will be listed in Section B of your Open Enrollment form.   You can also view your deductions at any time on your monthly pay stub, which will show your current coverage elections.

Do I need to turn my form in if I am not making any changes?  
Yes.  If you have an Open Enrollment form, HR will need your form by the deadline - even if making no changes. 

How will I get my Open Enrollment form?  
If you did not pick your form up at the Benefits Fair, HR delivered it to your OPS school mailbox on Thursday, October 8th.

**Important items to note when completing your Open Enrollment form:

• If you are currently enrolled in BlueLincs Health and do not change or drop your health plan, you will automatically be enrolled in HealthChoice High for 2027.
• If you are currently enrolled in one of the CIGNA Dental plans and do not elect or drop your dental coverage for 2027, you will automatically be enrolled in HealthChoice Dental. 
• If making plan changes for 2027 and covering dependents, you will need to add the dependents to the new plan on the back page.
• If married and covering a child or children but not covering your spouse, your spouse will need to sign the Open Enrollment form.
• Employees must sign the Open Enrollment form.
• EGID will only accept forms in black or blue ink. 
• If enrolling in an HMO health plan and you do not list a primary doctor, the insurance company will assign you a doctor - which can be changed at a later date. 
• Please complete the form in its entirety by making a selection (even if it is "no change") for each section.

What is an Open Enrollment Form? 
An Open Enrollment Form is sent from EGID (Employees Insurance Group Division) to all members who are currently enrolled in health, dental, vision and/or life insurance during Open Enrollment.  These forms allow an employee to make plan and/or dependent changes to insurance coverages to be effective in January.  

Who will have an Open Enrollment Form?  
Anyone currently enrolled in Health, Dental, Vision, and/or Life Insurance through EGID (this is for EGID only - not American Fidelity or Standard Life).

How will I get my Open Enrollment Form?  
Forms can be picked up during the Benefits Fair.  The Benefits Fair will be Wednesday, October 7th from 10:30 am to 5:30 pm at the ESC Boardroom.  

What if I can't attend the Benefits Fair?  
HR will deliver your Open Enrollment Form to your school mailbox on October 8th or 9th.

Will I have an Open Enrollment Form if I am not enrolled in the school insurance?  
No - Open Enrollment Forms are only printed if you are currently enrolled in health, dental, vision, and/or life insurance.

Do I need to turn my Form in if I am not making any changes?  
Yes.  HR needs all forms turned in - even if making no changes. 

What if I want to enroll in insurance for the first time during Open Enrollment?  
There will be blank Open Enrollment Forms at the Benefits Fair for new enrollees.  If you are enrolling for the first time, but cannot attend the Benefits Fair, please reach out to your HR Contact.

When are Open Enrollment Forms due?

Good Morning!

If you are currently enrolled in PreMed Defender and wish to stay enrolled in PreMed Defender (with HealthChoice Basic and now with HealthChoice HDHP) for 2027, you must re-enroll by visiting www.okpremed.com between October 1st - October 31st, 2026.

If you are newly enrolling in PreMed Defender with HealthChoice Basic or with HealthChoice HDHP for 2027, please follow the same steps as outlined below for current members. 

When enrolling in PreMed Defender, please make sure you are choosing the correct plan that corresponds to your HealthChoice Health Plan you elect for 2027.  Please note: If you are wanting to cover dependent(s) with PreMed Defender, you must also cover them on your HC Health plan.  

• PreMed Plan "State of OK 4000 2027" is the plan that works in conjunction with HealthChoice Basic Plan.
• PreMed Plan "State of OK 4250 2027" is the plan that works in conjunction with HealthChoice High Deductible Plan.

REMINDER: For Current and New Members: once you have enrolled for 2027, you will receive an email with a link to the new 2027 Payroll Authorization form.  This form must be emailed to Shea Swofford in the OPS Payroll Department by November 1st, 2026.

For non-smokers currently enrolled in HealthChoice High, HealthChoice Basic, or HealthChoice HDP, the Tobacco Attestation is open, if enrolling in HealthChoice High or HealthChoice Basic for 2027. The deadline to complete the Attestation is November 14, 2026.

What is the Tobacco Attestation? 

This is required each year for Health Choice High and Health Choice Basic members only (or for HealthChoice HDHP members if enrolling in the HC High or HC Basic plan for 2027) to keep your deductible at the lower rate if you are a non-tobacco user.  If you do not complete this attestation, your deductible will be $250 higher for 2027 for an individual plan or $750 higher for a family plan. 

When is the deadline to complete the Attestation form?

The deadline is November 14, 2026.  EGID has moved up their deadline and said there will be no extensions granted this year to complete this process. 

How do I complete the Tobacco Attestation?

Please Note:

• This does not apply if you are enrolled in Global, CommunityCare, or the High Deductible Health Plan for 2027.   
• If you were enrolled in one of these two plans (HealthChoice High or HealthChoice Basic) in another Oklahoma district for the 2025-2026 school year and have continued your HealthChoice High or HealthChoice Basic coverage with OPS, you will need to complete the attestation if you are a non-smoker. 
• If you are a new employee hired for the 2026-2027 school year and enrolled in one of these 2 plans for the first time, you will not need to complete this attestation until this time next year.
• If you are not currently enrolled in one of these 2 plans but do plan to enroll for 2027, you do not need to complete it now but will complete it next year at this time if you remain on one of these 2 plans.
• If you are switching from the HealthChoice High Deductible Health Plan to the HC High or HC Basic plan for 2027, you must complete the Tobacco Attestation as a non-tobacco user to avoid a higher deductible.

Good Morning!

In addition to Open Enrollment through EGID, OPS also offers Open Enrollment through Standard Life! The Standard Life Insurance Website will be open from October 1, 2026, through October 17, 2026.  

What is Standard Life Insurance?  
Standard Life Insurance is the provider of the $20,000 employer-paid life insurance policy given to all eligible OPS employees (full-time employees who work 30 or more hours per week). 

Is this different from the EGID Life Insurance on my Option Period Form? 
Yes - EGID offers their own life insurance, but this is through Standard Life, a different company. 

Who is eligible? 
Eligible employees are those who work full-time for OPS and work at least 6 scheduled hours a day.

If I work less than 6 hours a day, can I apply for coverage through Standard?  
Unfortunately, no.  It is a requirement that you work a minimum of 6 scheduled hours a day to be eligible. 

How much additional life insurance can I apply for through Standard during Open Enrollment?  
If you currently have additional coverage (coverage that you are paying for) through Standard, you can increase your coverage by $5,000 or $10,000 without having to complete an EOI (Evidence of Insurability). To apply for an amount higher than $10,000, you would need to complete an EOI and are subject to denial. 

What if I only have the Basic (employer-paid) coverage through Standard? 
If you currently only have employer-paid coverage, you would have to apply for any additional coverage and would have to complete an EOI and could be subject to denial.  

How do I apply for additional coverage?  
Log in to your personal account through the Standard website, and the site will walk you through the process.  Every eligible employee has logged in to this account.  To view or make changes to your elections, you will need to go to the "My Benefits" dropdown. To make changes to your election amounts, you will need to select  "Additional Life and AD&D" and/or Dependent Life and click the UNLOCK button at the bottom to make any changes.  A User Guide is attached to help you navigate through the process.  

What is my login?  

The login username is your Social Security number, and the original PIN is the last 4 of the SS number PLUS the last two of your birth year.

(For example: your ss number is 123-45-6789 and DOB is 02/29/2023.  Your PIN was 678923).  If you need to reset your PIN, please click on "Forgot Your PIN?" for the steps to reset your PIN.

A few items to note: 

1. As you are working through this website, please note that a dependent is not a beneficiary.  A dependent is someone you are wanting to cover on a dependent life insurance policy. A beneficiary is someone you are designating to receive the proceeds of your own life insurance policy in the event of your death. 
2. Beneficiaries can be updated on the "Home" tab at any time.  There is a link to update beneficiaries on the right side of the screen. 
3. During Open Enrollment, the "Home" screen will show your current coverages. 
4. Basic Life is the employer paid coverage. 
5. Additional Life and Dependent Life is employee paid.  The website provides a "slide bar" to see how much the additional coverage will cost.  
6. The final step is to "Sign and Submit".  Please review your elections, dependents (if applicable), and beneficiaries before you sign and submit.

What is PreMed Defender?
PreMed Defender is a supplemental health coverage plan that works in conjunction with the HealthChoice Basic Plan and, beginning in 2027, PreMed is also adding a new plan which works in conjunction with the HealthChoice High Deductible Plan (HDHP).   

What is the benefit of PreMed Defender? 
For those who prefer a PPO health plan as opposed to a HMO plan but do not like the out of pocket costs associated with a PPO plan, PreMed Defender will assist with those out of pocket costs (excluding prescription coverage). 

What if I have questions about PreMed Defender? 
A representative from Pre-Med Defender will be at the OPS Benefits Fair on Wednesday, October 7th to answer any questions you may have. 

How do I enroll in PreMed Defender?  
Please follow the steps outlined below.  You must enroll during the specified timeframes listed and you must also send a signed payroll deduction authorization form to the OPS Payroll department. 

How to enroll in PreMed Defender: (please note the deadlines listed below)

1. You must be enrolled/enrolling in HealthChoice Basic or the HealthChoice HDHP for 2027.
2. You must enroll in PreMed Defender on their website (information attached) between October 1 and October 31st, 2026.
3. If you wish to cover dependent(s) on PreMed Defender, they must also be enrolled in your health plan and enrolled in PreMed Defender. 
4. You must submit your signed Payroll Deduction form from their website to Shea Swofford in the payroll department by November 1st, 2026.  These forms can be submitted via email or school mail. 

The Employee-Only premium for HealthChoice Basic/HDHP plus Pre-Med Defender is less than the 2027 Flexible Benefit Allowance ($818.66) given to full-time employees working 30 or more hours per week.

2027 Insurance Plan Changes and Premium Information

There are major insurance plan changes* for the 2027 calendar year as well as premium increases. The 2027 Premium Information (monthly and monthly cumulative) is attached as well as the 2027 Benefits Option Guide which includes contact information and websites for all plan providers. The monthly allowance given to full time employees who work 30 or more hours per week and who enroll in Health insurance, will receive $818.66 a month towards those health insurance premiums for 2027. Please feel free to contact plan providers to ask questions related to your specific needs and to verify if your doctor is in-network for a specific plan.  For detailed plan information, please also refer to the 2027 Employee Benefits Option Guide. 

*PLEASE NOTE:  If you are currently enrolled in BLUELINCS and/or one of the CIGNA Dental plans and do not elect another health and/or dental plan, EGID will automatically enroll you in HealthChoice High Health (if currently enrolled in Bluelincs Health) and/or HealthChoice Dental (if currently enrolled in one of the CIGNA plans). 

ALSO:  Vision Care Direct transitioned to Unity Vision, but employees currently enrolled in this plan do not need to make a change during Option Period to continue vision coverage.

Employer's Group Insurance Division (EGID) Health, Dental, Vision, and Life Insurance FAQ's

• Will there be a Benefits Fair?   YES!  We are excited to announce that the Benefits Fair will be back again this year.  It will be Wednesday, October 7th, at the ESC Boardroom (1501 N Ash) from 10:30 am - 5:30 pm.  It will be a come-and-go setting with insurance vendors available to answer your insurance questions. You can pick up your Option Period form at the Benefits Fair as well and register to win one of the fabulous door prizes - courtesy of American Fidelity and Market Wealth Management!
• Who will be at the Benefits Fair?  We have invited all of the insurance providers and hope they will all be in attendance.  There will also be a Medicare Plan Specialist available to assist employees and their family members with Medicare Supplement questions. A representative from PreMed Defender, American Fidelity, and Market Wealth Management will also be on hand to answer questions.  
• What is Open Enrollment?  Open Enrollment is the one time per year you can make changes to your health, dental, vision, and life insurance without requiring a qualifying event.
• Can I make changes to my American Fidelity products?  No - American Fidelity's plan year runs from September through August, as opposed to EGID's plan year, which runs January through December. They will host their own Open Enrollment in the Spring for the 2027-2028 school year but will be on hand at the Benefits Fair to answer any questions. 
• When is the deadline to turn in my Option Period/Open Enrollment form or to enroll for the first time? The deadline to turn in your form through school mail to HR or to enroll for 2027 is Monday, October 19th.  All forms must be in the HR office by Tuesday, October 20th at 9:00 am. Your form can be picked up at the Benefits Fair on October 7th.  If you cannot attend the Benefits Fair, the form will be placed in your school mailbox on October 8th or 9th. 
• Will my Option Form be mailed to me?  No.  Owasso HR will have all Option Period Forms at the Benefits Fair.  You can come by the Fair and pick up your form, visit with the Insurance Vendors, make any changes to your insurance(s) for 2027, and turn your form into HR all at the Benefits Fair.  
• What changes can I make to my plan(s)?  You can add, drop, or change your plan during Open Enrollment.  You can also add or drop dependents to/from your plan(s).
• How do I make these changes? If currently enrolled in any insurance plan (excluding Standard Life Insurance), you will come to the Fair and pick up your form to make any changes.
• What if I am not making any changes?  Please mark the "No Change" box for each plan, sign on Page 2, and turn into HR at the Benefits Fair. 
• What if I can not attend the Benefits Fair?  HR will drop your form off in your school mailbox on Thursday, October 8th or Friday, October 9th.  You can complete your form and interoffice it to HR or drop it off in our Night Drop at the front of the ESC building (1501 N Ash).  All forms need to be in our office no later than Tuesday, October 20th at 9:00 am. We have increased the length of time to turn in Open Enrollment forms, so this will be a hard deadline to turn in forms. 
• Do we have to turn in our form even if not making changes?  Yes.   
• What if I fail to turn in my form by the deadline?  Your plans/enrollment will not change for 2027. EXCEPTION: If you are currently enrolled in BLUELINCS and/or one of the CIGNA Dental plans and do not elect another health and/or dental plan, EGID will automatically enroll you in HealthChoice High Health (if currently enrolled in BlueLincs HMO Health) and/or HealthChoice Dental (if currently enrolled in one of the CIGNA plans). 
• Who can enroll?  Any eligible (20 hours or more per week) employee can enroll themselves and their dependents in Health, Dental, Vision, and/or Life (application required) for 2027 during Open Enrollment.
• What if I am not currently enrolled but would like to enroll in one or more of these plans?  If you are not currently enrolled in any plan, please attend the Benefits Fair and pick up a blank form for New Enrollees.
• Are there plan changes for 2027?  There are significant plan changes for 2027.  BlueLincs HMO is dropping their Health plan for 2027. CIGNA Dental is combining their 2 plans into one plan. 
• Have premiums increased for 2027? There are slight to moderate premium increases on some plans.  Please refer to the attached Employee Benefits Option Guide - inside cover (those are monthly premium amounts).  
• Will PreMed Defender be offered for 2027?  Yes!  PreMed Defender will be offered again.  They will once again be offering a plan in conjunction with the HealthChoice Basic Plan and, beginning in 2027, will also be offering a plan in conjunction with the HealthChoice High-Deductible plan.  Please refer to the attached 2027 rate sheets and information guide and note the premium increases for 2027. 
• Will the district be contributing to my health insurance plan for 2027?  Yes. If you work a scheduled 20 to less than 30 hours per week, the District will contribute 50% of the employee-only health premium.  If you work 30 hours or more per week, the District will contribute $818.66 per month towards the employee-only health premium. If you do not enroll in Health insurance and work 30 or more hours a week, the salary-in-lieu of health insurance amount for 2027 has not changed ($189.69 a month for full-time support positions and $69.71 a month for certified positions). 
• What if I elect a Health Plan that is more/less than the $818.66 amount provided for full-time employees (30 or more hours per week)?  If your monthly plan premium is more than the allotted amount, you will be responsible for the difference.  If the plan premium is less than the allotted amount, you will receive the difference in your check as taxable income.  
• Can I add a dependent to a different plan than what I am enrolled in?  No.
• Do I have to add all of my dependents? If you are adding dependents then yes - unless you can provide proof of coverage for dependents you do not want to enroll. Exception: you can exclude your spouse provided they sign the Spousal Exclusion line on Page 2 of your Option Period Form.
• How do I find out specific plan information/benefits?  Attend the Benefits Fair!  Insurance Representatives will be on hand to answer specific plan questions and provide detailed information. We recommend taking these 2 1/2 weeks before the Benefits Fair to look over all of the 2027 Plan Materials that we are providing you with today and have your questions ready for the Plan Representatives.
